Legal Officer

About the role

The United Nations Department of Economic and Social Affairs (DESA) seeks a Legal Officer to support the Framework Convention on International Tax Cooperation Secretariat within the Financing for Sustainable Development Office. Reporting to the Senior Economic Affairs Officer, the incumbent will work on complex legal matters related to international tax cooperation.

Key responsibilities

• Lead one or more areas of concentration, handling multi‑discipline legal issues in international, public, private and administrative law.
• Provide legal advice on the interpretation and application of the United Nations Framework Convention on International Tax Cooperation and its protocols.
• Conduct extensive legal research, draft opinions, studies, briefs and technical reports.
• Support the intergovernmental negotiating committee with background materials, issue summaries and meeting reports.
• Participate in negotiations, offering input on legal drafting, structural aspects and sustainable development integration.
• Review and advise on draft provisions, administrative decisions, and amendments to tax protocols.
• Serve on committees, working groups and task forces as required.

Required profile

• Experience handling complex legal matters in international, public, private and administrative law.
• Ability to conduct detailed legal research and produce high‑quality legal documents.
• Familiarity with international tax cooperation frameworks and sustainable development considerations.
