About the role
The Humanitarian Affairs Officer will work within the Policy Branch of OCHA’s Humanitarian Sector Division in New York. Reporting to the Policy Branch Director and to the Humanitarian Affairs Officer (P4) in Geneva, the incumbent will support the development and delivery of policy guidance on humanitarian access, sanctions, and counter‑terrorism measures. OCHA’s mission is to mobilize and coordinate effective humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies.
Key responsibilities
- Provide policy and technical advice, analysis and guidance on principled humanitarian access and operations, including sanctions, counter‑terrorism and other restrictive measures.
- Advise on overall policy direction on specific humanitarian issues.
- Serve as OCHA’s in‑house expert on sanctions, counter‑terrorism and related restrictive measures, focusing on their impact on humanitarian action.
- Act as focal point for relevant UN and IASC entities, fora or processes concerning humanitarian space.
- Coordinate and partner with other humanitarian agencies on access and operations, supporting OCHA’s co‑chairmanship of the IASC Community of Practice on Preserving Humanitarian Space.
- Organize and prepare studies on humanitarian and emergency relief issues and facilitate follow‑up work, including inter‑agency technical review meetings.
