Finance Expert

About the role

The United Nations is seeking a Finance Expert to support the Panel of Experts established under Security Council resolution 2140 (2014). The consultant will work from home with periodic travel to conduct investigations, contribute to reports and briefings, and assist the Security Council Committee on sanctions related to Yemen.

Key responsibilities

• Monitor and investigate compliance with asset‑freeze measures, trace financial networks of designated individuals and entities, and analyse methods used to evade sanctions.
• Prepare and deliver briefings, presentations and high‑quality reports for the Panel, the Committee and the Security Council, ensuring rigorous methodology and evidence standards.
• Participate in investigative missions, bilateral consultations and field visits to gather information from governments, civil society and UN presences.
• Collaborate with the Arms Expert and Armed Groups Expert to trace financing of arms procurement and support to armed groups in Yemen.

Required profile

• Demonstrated knowledge of sanctions regimes, especially in Yemen, and experience conducting financial investigations.
• Strong analytical capacity, ability to work independently under pressure and resist political influence.
• Willingness to travel extensively, including to difficult environments, and to incorporate gender perspectives in analysis.
