Executive Director

About the role

The Virgin Islands Housing Finance Authority (VIHFA) is seeking an Executive Director to lead the agency and its wholly‑owned subsidiaries. Reporting directly to the Board of Directors, the Executive Director will be responsible for the overall strategic, programmatic, financial and operational management of the authority, ensuring compliance with local, territorial and federal regulations.

Key responsibilities

• Serve as chief advisor to the Board on all matters related to agency administration, operations, programs and projects.
• Develop and present strategic, operational and budgetary recommendations to the Board.
• Monitor and report any issues that could impact personnel, finances, assets, contractors, partners or regulatory compliance.
• Stay current with changes in federal and local laws; interpret, draft and implement related policies and regulations in collaboration with legal counsel.
• Oversee the development, revision and enforcement of agency policies, procedures and manuals.
• Coordinate Board meetings, agenda preparation, minute taking and record‑keeping.
• Provide overall leadership for strategic planning, program delivery, financial management, asset management and day‑to‑day operations.
• Ensure compliance with HUD requirements and maintain effective relationships with federal and local stakeholders.
• Travel throughout the Territory as required to oversee projects and represent the agency.

Required profile

• Proven senior‑level leadership experience in a public‑sector or quasi‑governmental organization.
• Strong understanding of housing finance, public administration and regulatory environments.
• Demonstrated ability to work closely with a Board of Directors and senior stakeholders.
• Excellent communication, analytical and decision‑making skills.
• Willingness to travel frequently across the Virgin Islands.
