Deputy Director – Infrastructure and Projects

About the role

The Deputy Director of Infrastructure and Project Management leads capital projects for city infrastructure, traffic engineering and related disciplines, reporting to the Department Director and representing the city in public forums.

Key responsibilities

• Develop and update the Capital Improvement Program, including cost estimates, phasing and funding strategies.
• Manage design consultants, review plans for constructability, compliance with ADA/PROWAG, MUTCD and other standards.
• Obtain permits from county, state and utility agencies and coordinate inter‑agency approvals.
• Prepare RFPs, evaluate bids, administer construction contracts and ensure compliance with prevailing‑wage, MBE/DBE and bonding requirements.
• Oversee construction, conduct site inspections, manage safety, traffic control and project close‑out documentation.
• Develop and monitor project budgets, track grant compliance and assist with funding applications.
• Prepare status reports, briefings and public presentations for council, residents and stakeholders.

Required profile

• Bachelor’s degree in engineering, construction management or related field.
• Extensive experience managing multiple municipal capital projects simultaneously.
• Strong knowledge of municipal infrastructure design, public procurement, contract administration and relevant codes (ADA, MUTCD, stormwater regulations).
• Proven ability to lead consultants and contractors, resolve field issues and maintain stakeholder relationships.
