Buyer – Procurement Division

About the role

The Orange County Government Procurement Division is seeking a qualified Buyer to support the acquisition of commodities, supplies, services, and equipment. This position works within a hybrid environment, balancing on‑site collaboration with remote flexibility.

Key responsibilities

• Review and process purchase requisitions, delivery orders, change orders, sole‑source and emergency purchases for compliance with policies.
• Analyze procurement specifications, conduct negotiations, and seek maximum competition and cost savings.
• Create, coordinate, and implement term contracts for goods, services, and minor construction.
• Tabulate and analyze quotations to identify optimal cost‑saving options.
• Provide contract administration support and address vendor performance issues.
• Respond to procurement inquiries, interpret contract provisions, and clarify legal responsibilities.
• Research market trends, advise on alternative sources, and deliver training on system requirements.
• Perform other related duties as assigned.

Required profile

• Bachelor's degree from an accredited institution.
• Minimum two years of experience in procurement or a related business field, or an equivalent combination of education and experience.
• Preferred certifications: NIGP Certified Procurement Professional (NIGP‑CPP) or UPPCC Certified Professional Public Buyer (CPPB).
