About the role
The Billing Analyst II supports the contract billing, accounts receivable and revenue recognition function, ensuring invoices meet funder contract standards, US Government FAR, CAS and 2 CFR 200 regulations. The role works closely with program staff and external clients to deliver accurate, timely invoices and financial reports.
Key responsibilities
- Prepare and submit intermediate‑level invoices for CPFF, T&M and Fixed‑Price projects, ensuring compliance with funder contracts and government regulations.
- Use the financial billing system to reconcile invoices, adjust NICRA rates and generate custom reports.
- Analyze project costs to determine billable amounts and required supporting documentation.
- Identify and escalate billing or payment issues, leading resolution when appropriate.
- Maintain systematic billing records, reconcile project costs to billed costs, and produce monthly reconciliation reports.
- Upload invoices to shared storage and ensure timely submission through funder portals.
Required profile
- Bachelor’s degree in Accounting, Finance, Business Administration or equivalent.
- Minimum 3 + years experience in accounting, finance or billing, preferably in an NGO environment.
- Strong knowledge of US Government FAR, CAS and 2 CFR 200 regulations.
- Ability to read and interpret contractual billing terms and apply GAAP principles.
- Proven analytical, problem‑solving and dispute‑resolution skills.
- Independent worker capable of multitasking and meeting tight deadlines.
Required skills
- Proficiency with MS Office Suite (Word, Outlook, Excel, PowerPoint, Access).
- Experience using automated accounting/billing systems.
What we offer
- Base salary range USD 55,000 – 80,000 per year.
- 7 % of monthly base pay contributed to a money‑purchase pension plan.
- 18 days paid vacation, 12 sick days and 11 holidays annually.
