About the role
The State of Georgia’s Insurance Department is seeking an Attorney to serve as the agency’s Open Records Officer and Administrative Procedure Coordinator. The role ensures fair, timely, and legally compliant hearings while managing public‑records requests.
Key responsibilities
- Manage the rulemaking process, including scheduling hearings, court reporters, and drafting amendments and regulations.
- Facilitate hearings in a neutral, orderly manner, ensuring due process for all parties.
- Act as backup hearing officer when the primary officer has a conflict.
- Maintain detailed, secure records of hearings, decisions, and case outcomes.
- Receive, log, track, and coordinate all open‑records requests in accordance with state law.
- Collaborate with internal departments to identify, gather, and review responsive records.
- Perform legal and procedural reviews to ensure releases comply with confidentiality, redaction, and exemption requirements.
- Communicate with requestors about timelines, clarifications, costs, and determinations.
- Oversee record‑retention and compliance practices related to public information.
- Provide staff training and serve as a subject‑matter resource on open‑records procedures.
- Perform other duties as assigned.
Required profile
- Juris Doctorate from an accredited institution.
- License to practice law in Georgia, or eligibility to sit for the Georgia Bar within one year of hiring and subsequent licensure.
- At least one year of relevant legal experience or experience at the lower‑level Attorney 1 level.
