Assistant Counsel – Housing

About the role

The Executive Chamber is seeking a highly motivated attorney to serve as Assistant Counsel – Housing. Reporting to the Counsel to the Governor and Deputy Counsels, you will act as the primary legal liaison for the state’s housing portfolio, working with multiple agencies and external stakeholders.

Key responsibilities

• Serve as the legal subject‑matter expert for housing matters across the Executive Chamber.
• Liaise with for‑profit, non‑profit, and public‑sector stakeholders and with agency counsel at HCR, HFA, SONYMA, BPCA, and RIOC.
• Provide strategic legal advice on legislation, budgeting, rulemaking, litigation, and operational issues.
• Lead the planning, drafting, review, and negotiation of housing‑related legislation and policy.
• Collaborate with the Office of the Attorney General and outside counsel on litigation matters.
• Identify and mitigate legal risks, ensuring compliance with the Governor’s priorities.
• Maintain strong relationships with State Operations and external experts to support seamless agency coordination.

Required profile

• Licensed attorney with several years of experience in housing, real‑estate, or related public‑policy law.
• Demonstrated leadership, strong written and oral communication, and ability to manage competing priorities.
• Proven judgment in high‑stress, fast‑paced environments and willingness to travel frequently between Albany and New York City.
