Technical Programme Manager for IT Strategy Implementation

About the role

The Office of Investment Management is seeking a Technical Programme Manager to lead the implementation of its 2026‑2030 IT Strategy. Reporting to the Chief Operating Officer, you will coordinate a portfolio of initiatives that modernise systems, improve data governance and support the Fund’s $100+ billion investment operations.

Key responsibilities

• Develop and maintain an integrated, outcomes‑focused programme roadmap translating strategic priorities into coordinated initiatives, milestones and measurable benefits.
• Provide authoritative technical and policy advice to senior managers on systems development, architecture, security and data governance.
• Plan, prioritize and allocate financial, human and technical resources across the IT strategy, identifying gaps and securing additional expertise as needed.
• Establish programme governance, including decision‑making forums, risk and issue management, change control and benefits‑realisation mechanisms.
• Define and monitor KPIs, maturity measures and delivery dashboards to demonstrate progress and impact on organisational capability.
• Prepare and monitor the budget, work programme and spending plan for the IT strategy implementation.

Required profile

• Professionalism: deep knowledge of systems design, development, implementation and maintenance of complex information systems, with the ability to advise senior leadership on critical technical matters.
• Planning & Organising: proven ability to set clear goals, allocate resources, anticipate risks and adjust plans to meet time, cost and quality targets.
• Leadership: experience empowering teams, driving change, building trust and ensuring gender‑balanced participation across projects.
