Program Manager II – Monitoring, Evaluation, Accountability & Learning

About the role

Catholic Relief Services is recruiting a Program Manager II to lead Monitoring, Evaluation, Accountability and Learning (MEAL) for a multi‑country child protection and early childhood development project. The role provides technical advice, designs MEAL systems, and ensures data quality and donor compliance across participating countries.

Key responsibilities

• Lead the design, implementation and supervision of data collection, management and reporting systems at community, protection and health levels.
• Develop and manage milestone tracking, verification and reporting processes to document project deliverables.
• Provide technical oversight for child protection, family‑based care and early childhood development outcomes.
• Guide country‑level MEAL staff, government counterparts and partners in strengthening national information systems.
• Promote cross‑country learning, knowledge management and adaptive management through evidence analysis and dissemination.

Required profile

• Bachelor’s degree in International Development, Sociology, Statistics, MEAL, Data Science or related field and at least 7 years of relevant experience, including large‑scale project and MEAL management.
• Preferred: Master’s degree, experience in an international NGO, and at least 3 years of professional MEAL experience in child protection or early childhood development programs.
