Armed Groups Expert

About the role

The United Nations is seeking an Armed Groups Expert to support the Panel of Experts established under Security Council resolution 2140. The consultant will work remotely from New York, with frequent travel to Yemen and the region to monitor sanctions, investigate violations, and provide strategic recommendations.

Key responsibilities

• Monitor and investigate sanctions violations related to Yemen, focusing on armed groups such as the Houthis and other regional actors.
• Prepare and contribute to Panel reports, briefings, and recommendations for the Security Council Committee.
• Map and analyse political and military structures, leadership hierarchies, and decision‑making processes of armed groups.
• Collaborate with the Finance and Arms Experts to assess external support and compliance with the arms embargo.
• Participate in investigative missions, gather information from governments, civil society, and UN field presences, and compile evidence for high‑quality reports.

Required profile

• Deep knowledge of sanctions regimes, especially in Yemen, and proven field experience in conflict analysis.
• Strong analytical, research, and investigative skills with the ability to produce rigorous, evidence‑based case studies.
• Ability to work independently under pressure, maintain confidentiality, and resist political influence.
• Willingness to travel extensively, including to insecure environments.

Required skills

• Proficiency with Microsoft Office applications (Word, PowerPoint, Excel).
• Experience using photograph management, mapping, and database software for data organization and analysis.
