Employer Engagement Supervisor – Economic Empowerment

About the role

The International Rescue Committee is seeking an Employer Engagement Supervisor to lead its Oakland Economic Empowerment team. In this role you will create and sustain quality job opportunities for refugees and other program participants, helping them achieve self‑sufficiency.

Key responsibilities

• Lead and manage the Employer Engagement team within the Economic Empowerment department.
• Identify, develop, and maintain relationships with employers and industry groups.
• Design and implement systems and strategies to place clients into jobs, internships, and on‑the‑job training programs.
• Develop memoranda of understanding, master agreements, and worksite agreements.
• Provide ongoing retention support to both employers and clients.
• Set goals, track outcomes, and report progress in collaboration with the Economic Empowerment Manager.
• Coordinate with Workforce Development Boards in Alameda and Contra Costa counties and support WIOA program implementation.

Required profile

• Proven experience in employer partnership development and job placement.
• Strong understanding of workforce development and economic empowerment programs.
• Excellent communication and relationship‑building skills.
• Ability to lead a team and manage multiple stakeholder relationships.

Required skills

• Knowledge of WIOA and related workforce development regulations.
• Experience drafting MoUs, training agreements, and worksite contracts.
• Strategic planning and program implementation capabilities.
