About the role
The Program Director P17 will lead the transition of the WSE program from traditional monitoring, evaluation, and learning (MEL) to a strategic evidence, learning, and analytics function. Reporting to senior leadership, the role shapes data‑driven decision‑making and ensures program impact across multi‑country student cohorts.
Key responsibilities
- Lead strategic evidence and learning initiatives, advising senior leadership on performance, risks, and decisions.
- Develop frameworks linking scholarship outputs to long‑term outcomes such as employment and self‑sufficiency.
- Design and manage integrated MEL and analytics systems, dashboards, automated workflows, and reporting tools.
- Conduct quantitative and qualitative analyses, longitudinal cohort studies, and predictive analytics.
- Prepare analytical reports for the U.S. Department of State and other donors, ensuring technical soundness and policy relevance.
- Provide technical leadership and mentorship to MEL staff, strengthening analytical and critical‑thinking capabilities.
Required profile
- Proven experience advising senior leadership on program performance using data‑driven insights.
- Strong background in MEL, quantitative and qualitative research, and impact evaluation.
- Experience managing multi‑country programs and collaborating with institutional partners.
- Demonstrated ability to design and oversee data governance, quality assurance, and scalable data systems.
