Statewide Partnership Development Manager

About the role

The International Rescue Committee is seeking a solutions‑driven professional to lead statewide partnership development for its family support services. This role will coordinate cross‑sector collaborations across 11 Regional Network Hubs, ensuring immigrant families receive culturally responsive, coordinated care.

Key responsibilities

• Build and maintain trust‑based partnerships with local and county governments, school districts, community health workers, ethnic community‑based organizations, and health, behavioral health, and legal service providers.
• Serve as the primary liaison between IRC, Regional Network Hubs, and external stakeholders, expanding coalitions that support immigrant families.
• Develop and implement standardized referral pathways, identify service gaps, and promote warm handoffs across providers.
• Maintain a statewide resource and referral map and support the creation of regional and statewide convenings.
• Facilitate communication among the 11 hubs, share best practices, and align efforts with CDSS priorities to reduce duplication.

Required profile

• Demonstrated experience in partnership development, stakeholder engagement, and cross‑sector collaboration.
• Strong understanding of immigrant family needs and community‑based service ecosystems.
• Excellent communication and relationship‑building skills, with the ability to act as a trusted liaison.
• Commitment to the IRC mission and a passion for creating lasting impact.
