Consultant – Interagency Humanitarian Planning & Data Governance (12‑month)

About the role

This 12‑month consultancy supports UNICEF senior management in the Humanitarian Restart and UN80 initiatives. The consultant will work on humanitarian planning, coordination and data governance across the Inter‑Agency Standing Committee (IASC) framework.

Key responsibilities

• Provide technical support to reinforce UNICEF’s leadership in humanitarian action, especially within the Humanitarian Programme Cycle (HPC).
• Review and improve technical guidance to simplify global processes linked to the humanitarian reset and UN80.
• Offer strategic recommendations on sectoral and cluster information to strengthen HPC products.
• Gather, analyse and synthesize country‑office experiences to generate evidence‑based insights on boundary settings, prioritisation and target capping.
• Advise on alignment of Joint Inter‑Sectoral Analysis Framework (JIAF) guidance with UNICEF child‑centred systems.
• Provide technical oversight for inter‑cluster information management and humanitarian data working groups.

Required profile

• Proven experience in humanitarian planning, coordination and data governance.
• Familiarity with IASC principles, the Humanitarian Programme Cycle and UN80 processes.
• Strong analytical ability to synthesize field feedback and generate actionable recommendations.
• Experience working with UN agencies or international NGOs is preferred.
